Construction in Abuja
Building and alterations in the Federal Capital Territory, from Maitama and Wuse to Gwarinpa, Kubwa, and Lugbe.
Abuja is a planned city, and the plan is the fact that separates it from Lagos and from Ibadan. The Federal Capital Territory was created by Decree 6 of 1976, and the Federal Capital Development Authority still describes itself as the body vested with the territory’s planning and development. The department that looks at an individual building is the Department of Development Control, set up in March 2002 out of the old land, planning, and survey work, and now presented under the Abuja Metropolitan Management Council. Its published brief is to keep development inside the Abuja master plan. A quote for a house in the FCT that never mentions district rules is a quote for a different country.
Each district below has its own page, because a repeated estate house, a formal compound, and a plaza with shops underneath are not the same job. Read the one that matches the land, then come back here for the territory-wide rules.
- Gwarinpa is the large planned estate. House types repeat. Drainage and access do not.
- Maitama and Asokoro are larger plots and more complex houses, where delivery windows and setbacks decide the week.
- Garki and Wuse mix houses, flats, and shops. A renovation there often happens while people are still trading.
- Jabi is newer flats and offices close together.
- Lokogoma is current private houses, including flat decks that pond if they have no fall.
- Kubwa is further out: estate houses, longer material runs, and storage on the plot.
- Lugbe is newer private houses on the way out of the capital, where the supply line is part of the build.
Houses are only half the capital. Offices, shops, warehouses, and institutional buildings are a different quote: floor load, a yard a lorry can use, and a use the approval actually allows. That brief is Abuja commercial construction, covering Garki, Wuse, Jabi, the Central Area, and industrial ground further out. A shop on a Gwarinpa or Kubwa plot should start there, not on the house page.
Work fulfilled by Micheletti Construction. The quote form is the same one used for the rest of the FCT.
The city also sits higher than the coast. Climate summaries put Abuja near 500 metres above sea level, with a rainy season from about April to October, annual rainfall around 1,400 millimetres, and more than 100 millimetres a month from May to October. The dry season brings harmattan. NiMet’s November guidance, as reported when the 2025 outlook was released, described the turn from rain to dusty north-easterly winds, with visibility risks at Abuja’s airport and only light early showers possible in the north-central states while the south was still wet. A February 2026 NiMet outlook still had slight dust haze across the north-central region into the first days of March. Dust is not a rumour. It is a reason to cover a slab and to delay final paint.
Districts, not one “Abuja house”
Maitama and Asokoro are large-plot districts with formal frontages. Clients here often arrive with an architect already. The building question is less “can we fit a duplex” and more “does this design obey height, setback, and parking, and is the structure honest”. Wuse and Garki mix houses, flats, and commercial buildings. Conversions are the risk: a residential approval quietly becoming shops. A 2023 interview with development-control leadership in THISDAY described exactly that habit, and described stage inspections through to the roof so the use on site still matches the stamp.
Jabi, Utako, and Wuye are busier and newer in their commercial fabric, with flats and offices close together. Gwarinpa is the large planned estate, where repetitive house types hide the fact that each plot still has its own ground and its own drainage. Lokogoma, Lifecamp, Katampe, and Guzape are where many current private houses are going up, often with flat concrete roofs as well as pitched ones. A flat deck without a real fall will pond in the October rains. Kubwa, Nyanya, Lugbe, and Kuje are further out. Material transport, power for the site, and the question of which area-council rules sit alongside the urban manual all belong in the quote. Write the district. “FCT” is not a neighbourhood.
What the control process asks for
The department’s own requirements list, published on its AMMC pages, includes a site layout, architectural drawings, structural and services drawings, calculations where they apply, title documents such as a certificate of occupancy or a title deed plan, and geotechnical or environmental reports where they apply. Drawings are to be endorsed by registered professionals. The THISDAY account of the process added practical colour: come to development control before you freeze a design, because height, use, setback, and parking live in the FCT development-control manual; commercial jobs bring an environmental report; more than two suspended floors brings a soil investigation; officials compare the site with the file; you pay an assessed processing fee and only then is the drawing stamped. This site does not repeat a naira fee, because the assessment depends on the proposal and the manual, and a blog’s price list is not the regulation.
The same interview said the planning law required a decision within 90 days or a reason, and that a faster target was being discussed in January 2023. Treat 90 days as what an official said the law required then, not as a promise that your file will move on that clock in 2026. Confirm the live timeline when you submit. After approval, the department expects notice before you build, and inspections as the frame goes up, ending in a certificate of completion and habitation if the work matches.
Building through two seasons
The long rains mean excavations, foundations, and exposed slabs need a cover plan from May to October. A late cessation is not exotic: in 2021 the director-general of NiMet told reporters that Abuja’s rains running into November had been in that year’s seasonal prediction, and that similar late endings had happened before. Do not plan a roof-closing ceremony for the first dry Saturday and then leave the deck open when the forecast slips.
Harmattan is the other half. Dust haze lowers visibility and settles on everything sticky. Store cement off the ground and covered. Do not cast a fair-faced finish into a dust plume if you can pour a day later. External painting in the driest, dustiest weeks is how a new elevation looks old by February. The cooler nights are a better time for some trades than a March afternoon, which climate notes flag as the hot end of the dry season.
Residential work in the capital is often a full house plus a gate and a small outbuilding, drawn as one site plan. Commercial work needs the use stated up front. Structural worries — a Kado or Mabushi partial collapse has appeared on COREN’s public record in recent seasons — are a reason to open the structure, not to clad it. If that is your case, use the structural repair path and mark the timing honestly.
Micheletti Construction’s managing director has been publicly based in Abuja in that role since May 2012. That is a fact about where the company leadership has worked, not a list of houses. Send the district, the number of floors, and whether you already hold an allocation or a certificate of occupancy. Work fulfilled by Micheletti Construction.
