Construction in Ibadan

Building and repair in Ibadan, from the older core and Bodija to Challenge, Akobo, Eleyele, and the university side.

Ibadan is an inland city with an older core, a set of hills, and three rivers that still decide which plots are sensible. It is not a smaller Lagos, and it is not a less tidy Abuja. The houses are often older, the plots have been added to for decades, and the flood memory is specific: named rivers, a named dam, and a named day in August 2011. Construction advice that ignores that history is how a new wing ends up in a setback the state has already demolished other buildings for occupying.

Rivers, hills, and one violent afternoon

The Ibadan Urban Flood Management Project, set up by Oyo State with the World Bank after the 2011 flood, describes the city as drained north to south by the Ogunpa in the centre, the Ona to the west, and the Ogbere to the east. The project’s hydrology note records the 26 August 2011 storm as about 187.5 millimetres in four or five hours, with the Eleyele reservoir overflowing. More than 120 people died. The World Bank’s later project paper counted 16 major floods in the 50 years before 2014, put the 2013 population near 3.1 million, and named damage along the Ogunpa, Kudeti, Ogbere, and Orogun floodplains and on the hillsides of Oke-Are, Oke-Aremo, Sapati, and Mokola. Eleyele Dam itself, an earth dam from the 1940s, was rehabilitated under that project.

The practical building lesson is local. A house at Eleyele, a shop at Challenge and Odo-Ona, a student building at Agbowo, or a compound near Ogbere is in a drainage story, not only in a neighbourhood nickname. The state’s physical-planning bureau has described removing structures from stream setbacks in those corridors, including Apete and the Agbowo–Orogun stream. If your plot is near a channel, the quote should start with the setback, not with the colour of the roof.

Rainfall timing is the other half. A study using NiMet daily data for 1990–2017 put Ibadan’s mean rainy-season onset at 29 March and the mean length of the season at about 200 days. The paper’s abstract and its results section do not agree on the exact cessation day, so this page will not pretend the rains end on one famous date. What you can plan around is a long season that starts in late March and a city that can take a huge fall of rain in a single afternoon. The August easing that coastal Lagos counts on is weaker comfort here. Cap the walls. Do not leave a trench open at the foot of a slope over a weekend.

Two fabrics: the core and the estates

The older city — Beere, Mapo, Oje, Agugu, Mokola, Dugbe, Molete — is dense, hilly in places, and full of houses that have been repaired in layers. Lintels sag. Sheet roofs have been patched rather than replaced. A room has been pushed out over a drain. Access for materials can mean head-pans, not a truck. Residential work here is usually a renovation or a careful structural repair, and sometimes a decision that the shell should come down. Read renovation or rebuild before you fund another coat of paint on a leaning wall.

The estates and GRAs are a different trade. Old Bodija and New Bodija, Jericho, Iyaganku, Agodi GRA, and Ikolaba are established residential areas where alterations, extra floors, and boys’ quarters are the typical ask. Oluyole, Challenge, Ring Road, Akobo, and Bashorun mix houses with commercial pressure. The university side — the University of Ibadan, Agbowo, and the roads toward Ojoo — has hostels and family houses that get modified for more rooms than the stair was drawn for. Further out, Felele, Apata, Moniya, and the edges beyond Ring Road are where newer ground-up houses go, sometimes on slopes, sometimes near streams that look dry in January.

Name the area on the form. A Bodija renovation and a Moniya new build do not share a method statement.

The state’s own process

Oyo State’s lands site says a building permit is required before construction or remodelling, and it ties that requirement to sections 11 and 12 of the Oyo State Bureau of Physical Planning and Development Law, 2019. The documents it lists for a private-land approval include an application letter, five sets of architectural and engineering drawings, site pictures, tax receipts, a survey plan, an undertaking from a COREN-registered engineer, and a physical-planning site analysis report. Commercial jobs add an environmental impact report. The page states a 20-working-day figure for plan approval. Treat that as the portal’s claim, and confirm it when you file, rather than as a promise from this website. The office address the portal gives is inside the Ministry of Lands at the State Secretariat, Agodi. This page does not invent a fee. The portal tells you to pay the state’s own demand notice.

The Bureau of Physical Planning and Development Control describes granting permits, watching floodplain structures, and the World Bank flood project as part of its work. Before the 2011 flood, the state government also spoke publicly about an Ibadan city master plan, a drainage master plan, and a solid-waste master plan, because blocked drains were already part of the flood story. A new building whose waste and whose rainwater have nowhere to go is repeating that story at the scale of one plot.

What to send

Photos of the street, the roof, any crack, and the nearest drain or stream tell Ibadan’s truth faster than an adjective. Say whether the house is in the old core or on a newer estate, how many floors it has, and whether anyone has already received a contravention notice. Micheletti Construction’s managing director worked in Ibadan earlier in his career, as a manager at L. D’Alberto & Company Limited from 2009 to 2012. That is context, not a claim that a particular Ibadan house in a family album is ours. We do not publish a project gallery.

Questions

Before you send a request

Where do I apply for a building permit?

Oyo State’s lands portal describes an online building-permit process under the Bureau of Physical Planning and Development Control Law of 2019. The office it names is at the State Secretariat, Agodi. Confirm the live checklist there rather than paying a fixer a made-up fee.

Which areas flood?

The city is drained by the Ogunpa, Ona, and Ogbere. The 2011 disaster hit floodplains and hillsides including Mokola and the Ogunpa corridor. A pretty plot beside a stream still needs a setback.

Are older houses always unsafe?

No. Many can be repaired and lived in. The question is whether the frame, the roof, and the drains still have a life, or whether patching is hiding a failure. Photos help the first review.
