What drives building cost

The factors that move a construction quote in Nigeria, explained without invented naira prices.

People ask what a building “costs in Nigeria” as if the country had one price. It does not. Lagos, Abuja, and Ibadan do not share a soil, a permit office, or a rainy season, and a warehouse is not a bungalow. This guide lists the things that actually move a quote. It does not list prices. Any page that offers you a neat naira figure per square metre, without a drawing and a site, is guessing in public.

The ground under the price

Foundations are where identical floor plans stop being identical. A shallow footing on competent ground is a different volume of concrete from a raft, a pile, or a deep pad in sandy soil with water in the hole. Lekki and Ibeju-Lekki have been studied as low, sandy, and often wet. A mainland Lagos estate may be simpler and still not be “standard”. Abuja plots range from lateritic ground to places where excavation hits something much stiffer. Ibadan hillsides and stream edges add drainage and sometimes retaining. Until someone has looked, a foundation price is a placeholder.

The investigation itself is a cost. Lagos asks for a soil report on taller buildings and on weak sites. The FCT has described the same idea once you pass two suspended floors. Skipping the test does not delete the cost. It moves the cost into cracks, or into a redesign after the permit office asks for the report you hoped to avoid.

Height, structure, and what the walls are made of

A bungalow, a duplex, and a four-floor block do not scale in a straight line. Stairs, columns, and the way wind and water meet the top floor all change. Adding a storey later, on foundations that were never told about it, is not a saving. It is a structural repair waiting.

Sandcrete block is the ordinary wall, and it is not free of specification. The 2006 National Building Code sets 2.00 N/mm² as the average crushing strength and 1.75 N/mm² as the lowest block for load-bearing walls of two- and three-storey buildings, with curing rules and a warning about unwashed lagoon sand. Blocks that miss those figures are cheaper at the gate and expensive in the wall. Reinforcement, cement content, and whether the concrete is tested are the same story. COREN’s comments on failed buildings keep mentioning poor concrete control. Testing is a line in a serious quote. Its absence is also a line, just not an honest one.

Roof form changes cost before the covering does. A simple pitched roof over a compact plan is not a folded roof over a courtyard, and a flat concrete deck that must be waterproofed and drained is not “free” because you avoided trusses. In Abuja, flat decks are common and they fail when they pond. In Lagos, a large commercial roof is a stormwater machine. The covering — long-span aluminium, concrete tiles, or an older sheet — matters, and so does the fastening, the flashing, and the gutter. This site will still not invent a price for each.

Access, season, and the city around the plot

A plot a truck can reach is cheaper to build than a plot it cannot. Island closes in Lagos, hillside lanes in Ibadan, and controlled frontages in central Abuja all change how blocks and concrete arrive. Double handling is a cost. So is a generator, when the site cannot rely on the public supply for the mixer or the pump. So is security for stored materials, which disappears from quotes until the second theft.

The calendar is a cost. Lost afternoons in the Lagos peak rains, a washed trench, cement spoiled by damp, or an Abuja paint job ruined by harmattan dust are not “bad luck” outside the price. They are what happens when the programme has no float. Read the rainy-season guide before you demand a finish date that sits in the middle of June with the roof still open.

Neighbourhood changes preliminaries. A gated estate may restrict hours and lorry size. A commercial corridor may not allow blocks on the verge. A flood-prone street may force you to raise the ground floor, which is more block and more fill, and is still cheaper than a house that floods.

Design, permits, and the cost of changing your mind

Drawings, engineering, quantity surveying, and supervision are part of the project. They are how you avoid paying for the wrong concrete. Permit charges exist in every one of these cities and they are assessed, not universal. Lagos has published a percentage in one regulation and a different percentage on an e-planning page, which is why this site refuses to print either as “the fee”. Abuja assesses a processing fee after the file is checked. Oyo State issues a demand notice. Budget for the official charge when it is assessed, and for the time the assessment takes. A 90-day discussion in a 2023 Abuja interview, or a 20-working-day line on the Oyo portal, is not cash, but delay has a price if your rent elsewhere is running.

Changes after the drawing is priced are the other quiet driver. Moving the stair, adding a room, swapping a floor finish after the screed, or deciding in month four that the bungalow should be a duplex. Each one is legitimate. None of them is free. A brief written at the start, including what can wait until a second contract, keeps the first quote meaningful.

What a quote can honestly contain

A useful construction quote names the site, the floors, the structural idea, the roof, the exclusions, and the assumptions about access and season. It says what is not included: furniture, the official permit charge once assessed, a generator for the finished house, or a boys’ quarters you only mentioned in passing. It does not need to pretend precision you do not have yet. An early quote from a neighbourhood and a room count is a range conversation. A quote from a full drawing is tighter. Asking the early one to behave like the later one is how people feel cheated by arithmetic.

Send what you know through the quote form. Micheletti Construction Limited reviews it. If the missing fact is the soil, the answer may be “investigate, then price”, which is a more professional sentence than a confident fiction.

Inflation and material swings are real in any import-sensitive market. They are a reason to date a quote and to state how long it holds, not a reason to publish today’s cement price on a page that will be wrong next month. This guide will stay qualitative on purpose.

Questions

Before you send a request

Why will you not give a price per square metre?

Because two buildings with the same floor area can differ in soil, height, access, season, and specification. A single rate would be an invention.

Are professional fees and permits part of the building cost?

They are part of the project cost. This site does not publish the naira amount. Official demand notices, not a blog, are the source for permit charges.
